Mr. Luis Rioseco, Jr. is the owner and manager of Tigrine, LLC, bringing decades of expertise in engineering, construction management, and public works to his business.
His career began in the Navy Submarine Force in 1989 as a Fire Control Technician specializing in mainframe computing systems. He earned a Bachelor of Science in Electrical Engineering with an emphasis on computer architecture and digital systems from Old Dominion University and completed the Navy Nuclear Propulsion Program, qualifying as Engineering Officer of the Watch. During his Navy career, Luis supervised the operation and maintenance of a nuclear power plant aboard a Trident-class submarine, achieving a two-letter grade improvement in the Operational Reactor Safeguards Examination. Transitioning to the Navy Civil Engineer Corps, he managed complex naval construction projects, including a $70 million dredging project, while honing skills in project execution, coordination, and leadership—expertise that now benefits municipal clients seeking innovative and efficient solutions.
Following his military service, Luis directed high-profile municipal programs such as Fort Lauderdale’s $690 million Water Works 2011 initiative, which upgraded 40% of the city from septic to sewer service, and the Seminole Tribe of Florida’s $2.5 billion Capital Improvement Program, which delivered critical infrastructure and facility improvements across multiple reservations. His extensive experience managing large-scale capital programs enables him to address complex challenges with precision and deliver projects that exceed expectations.
In contract management, Luis has led the selection, award, and administration of contracts with architect-engineering firms, vendors, and contractors. He has coordinated construction drawings and bid documents, monitored schedules, inspected work, and served as a liaison between contractors and clients.
